John K. Tse, Chairman
Professor Tse is a seasoned international business consultant with a
record of achievement in bringing people, companies and
governments together to promote business enterprises in China
and the Asian Pacific Rim. Professor Tse is also the Chief Advisor for
The State of North Carolina Council on China Relations. He is
the Chairman and CEO of J&P International Enterprise Inc., and
also of Global Strategies Asia Group, Inc., two New York/New
Jersey-based economic and political consulting firms.
Professor Tse’s skills and experience in international business
affairs assure that China’s health leaders get the maximum
possible benefit from their interactions with U.S. experts, and
also assures that the U.S. experts facilitate the availability,
to China, of cutting-edge medications and devices that could
make a significant impact on reducing human suffering as well as
on the economic costs of disease.
The contracts that Professor Tse had with the various Fortune 500
companies for which he has consulted prevent him from mentioning
those companies’ names in writing unless he has obtained
permission from them to do so.
For now, what can be stated in a general way is that the client
list includes global companies in the fields of:

Telecommunications: Professor Tse enabled one
particular client to sign the billion dollar contract that
had eluded it for years. Professor Tse arranged for Jiang
Zemin, then-President of the People's Republic of China, to
visit that company’s headquarters for the formal signing.

Transportation:
Professor Tse helped a well-known international courier service to
secure contracts with China worth several hundred million
dollars.

Major
Construction: Professor Tse has facilitated business dealings in
China for one of the world’s largest building contractors,
specializing in heating-ventilation-air conditioning (HVAC)systems
for world-class buildings.

Finance: Professor Tse facilitated the visits that a number of China’s top
securities regulators sought to have with their counterparts
in the U.S.

Military: At
the request of the U.S. Department of Defense, Professor Tse
spearheaded the arrangements wherein one of China’s top
military officers was invited to make a formal presentation
to a distinguished international panel of peers, sponsored
by our DoD.
By training, Professor
Tse is a professional engineer, with special expertise in the
design, construction and operation of natural, synthetic and
liquefied natural gas (NG, LNG, SNG, & LPG) distribution
systems, and of LNG fire-prevention systems. He is a full member
of the U.S. Society of Fire Prevention Engineers. He has worked
and consulted in these fields for 20 yrs in the U.S. and China.
Richard M. Carlton, M.D., Chief Executive Officer and
President
From its inception in 1993 through 2004, Dr. Carlton was the President of Exponential Biotherapies, Inc. (EBI), a biotechnology company that develops novel antibacterial and anti-inflammatory drugs. He is now a paid consultant to EBI, and remains a member of EBI’s Board of Directors. Prior to founding EBI, Dr. Carlton had been a practicing physician for 25 years. He has a track record of inventing creative solutions to major health problems, and of receiving patent approvals on those solutions.
One of the key attributes that Dr. Carlton brings to CST is his ability to develop long and trusting relationships with top-rank academic scientists, clinicians, and business people, in the U.S. and Europe. These interpersonal skills have already been serving CST well in meetings in the People’s Republic of China that Professor Tse has arranged, with top-level persons in government, academia and industry in that nation.
Mel Schuster, Chief Financial Officer and Executive Vice
President
Mr. Schuster co-founded and co-managed, as a principal, a real
estate enterprise engaged in the acquisition, design, financing,
construction and marketing of large-scale condominium
developments in South Florida. This partnership developed and
sold thousands of condominium apartments in Miami-Dade and
Broward Counties, Florida, and, for many years, was the largest
and most successful development company in those areas. In
addition, Mr. Schuster has, as a principal, developed large land
subdivisions, shopping plazas and single family mass
developments. For a period of 9 years, as a principal, he was
also engaged in the development, financing and management of
fully skilled nursing facilities in Florida, Texas and Missouri.
Mr. Schuster is a seasoned manager, having managed the complete
organizational staff of a large Company.
From 1998 to the present Mr. Schuster has been an investment
banker. He is well experienced in the financing of transactions,
having successfully completed in excess of $750 million in
fundings for his own projects as well as for others who have
relied on his expertise.
